Create Section View Default Section Label Set Style does not work

Civil 3D 2019 

When I set the label set style for Create Section View to No Labels, it still comes up with Major and Minor Offsets instead of No Labels.  (please see attachment)

This has been a problem with several past editions.  

Tom Berning posted something similar in 2008

Label set settings for Create multiple section views works fine.

What am I missing?  It is very cumbersome to have to set each and every label set for individual sections.

can you send or attache the effected file ? i think this can be fix. i had something similar problem for section view labels. 

will be great if check the dwg to fix the issue.

The drawing is attached.  I checked it a few more times and the problem is now random.  When I first ran create section view, the "no labels" set came up.  If I backed up and picked another section, the Major and Minor label set reappeared.  

Once you give it a try, if things appear to be going as expected, try a few different stations.  Even opening and closing the drawing (or some other drawings, for that matter) gives random results.

For this case, sometimes Civil 3D acts as expected and sometimes it does not.

I see in the drawing and found that source of label reflecting from. Its reflection through section label set << Major and Minor offset label style. once removed the label set (or make the style nil) easily individual sections can be generated without default labels.
