create best fit alignment through a set of cogo points and parallel to another alignment.

Hi , I want to create a curb alignment through a set of cogo points and also parallel to center alignment. I can create

a best fit alignment through cogo points but it's slightly off parallel to center alignment. I can do offset alignment from center alignment but not sure if it's best fit through the set of cogo point from survey. Is there a way we can incorporate both criteria to create curb alignment? Thanks.

This sounds contradictory.

I would create a best fit line through the curb points, get a distance from the mid-point of this line perpendicular to the alignment, then offset the alignment that much. This assumes no curves and, as you have already mentioned, the alignment will not be parallel with the best fit curb line.
