Corrupt C3D survey database "disk image is malformed"

Working with a survey database, after copying from my local computer to a network location, no one can open the database. There is a warning message that says:

The survey database is not readable. You might not have access permissions to the file or directory.

Source: System.Data.SQLite

Message: database disk image is malformed 

I've tried copying the database back locally and making all the files in it read/write accessible, received the same error.
