Copy/Paste with Ctrl-V causing delay with high CPU usage

I'm experiencing an unusual issue when trying to copy objects, even within the same DWG. I have always used Ctrl-C/Ctrl-V for copy paste within CAD except for blocks where I use the Copy command in the shortcut menu. I've never had an issue with this method.
However, now when I try to copy anything (block, text, mtext, line, pline, etc...) I get a 2 second delay before the object appears on the screen and the command can be completed. This is accompanied with a sharp spike in CPU usage (0-5% prior to command, 70-80% during the 2 second delay). This occurs with multiple drawings, both new and old, and of all file sizes.
This does not occur in other programs like Word or Excel, so I don't think the issue lies with Windows or the CPU itself, although I'm not sure how I'd confirm this assumption.
Does anybody have any experience with this?
