Contour Label - No Plot on label line

Is there a setting to have the small line that crosses the contour when labeling so that it is a no plot and does not plot if it is 'longer' and hangs over the contour label?

No, but you can turn the ContourLabelLines off:

Even when off when a label is selected the grips for the line will display so it can be moved.
