CIvil 3d Installation Rolls back - error 1603

I have been struggling for days with a computer we have windows 7 sp1 and run both Civil 3d 2011 and 2014.  The boot section of the main drive got corrupted so we decided to reformat the hard drive and start over with a clean install of windows (actually deleted the partition and started over, more than once).  Had a little trouble getting windows update to work property but after installing over 200 win 7 updates everything seems to be working very well.  We can install other basic software (adobe, MS Office, printers etc) but can not get C3d installed.  For both 2011 and 2014 versions (network deployment that we have used for all of our computers) everything seems to install just fine until it hits the language pack.  After checking for room on the disk (2T hard drive with almost nothing on it) it begins to copy files and then starts rolling back the entire install.  I have attached the log files for both versions.

I have also done a lot searches for removing all the old pieces of the program, deleting registry keys for local machine and current user for autocad software, deleting folders from main drive etc.  I have turned off UAC and the firewall.  Instead of disabling the antivirus, I didn't install it yet on the newest attempt at starting over.  The user has admin rights on both the local machine and the network.  I played with allowing 8.3 file names.  I have never had this issue or anything similar with it before on any of our other machines.  It is driving me crazy.

Thanks Sean - I had reposted this since originally the subject line was incorrect.  BJ helped me with this issue and somehow downloading the software and installing it directly on the local machine instead of using the network deployment (which we have used many times) worked and both versions were able to be installed.  Sorry I didn't mark this post as resolved.

Thanks again - Tony
