Civil 3D 2025.1 - Cross sections weird display native drawing vs xref

I have created cross sections in a new drawing (xrefed corridor model in to it) and they look as expected

...but if I xref the cross section drawing to use in a sheet set then they don't and are unusable for my sheet set.

Can anyone suggest any reason for this and how to solve it? The only workaround I can think of is to create my sheet set drawing from the cross section drawing that is correct and xref other drawings into it but this is a just workaround.

It looks like a scaling issue to me. The first screenshot has a much smaller scale for the linework while the 2nd screenshot is more. That made me think that the hatches were not displaying because of the scaling, but then I realized that the middle lane is showing but the outer ones aren't. 

Still could be a scaling issue or variables related to that, such as MSLTSCALE, PSLTSCALE, LTSCALE, etc.
