Change annotative scale of xrefed cogo points to be different from the viewport scale

Hello,
Is there a way to change the annotative scale of xrefed cogo points to be different from the viewport scale in paperspace?
In the majority of my sheets I am plotting at 10 scale, so the cogo points show up appropriately (0.1" txt height) when plotted. However, I have one sheet that I am plotting the viewport at 30 scale, but don't want the cogo points to plot as 30 scale as the enlarged points overlap when scaled. So really I want the points to show up closer to 0.03" only on that one sheet when plotted. In the past, I end up just exploding the points in the xref so they show up at the same scale everywhere, but it would be better to not have to explode. The other option I read online is to set the cogo point styles to a "fixed scale," but that would take a long time as there are multiple point styles and label styles. It seems to me that AutoCAD would create a function to change the xrefed cogo point scaling easy enough. Any insight would be appreciated.
