How do you bring in a text file (containing Point, Lat, Long and Elevation) to Civil 3D?

Not just bring in the text file but the points themselves.

You need to create a Point File format that allows for this.

Here's a link explaining how to create a Point File Format. I've attached a sample dwg file in which I've created one for Lat & Long (I've used it in the past myself).

EDIT: Just an FYI -- step number ~~six~~ four in the linked instructions is OPTIONAL.
