Bing Map are updated when they want to update them, which is usually when them. Sometimes more urban areas are updated more often, with government data. If you need more up to date images, you'll need to get another source or fly the sight in question, as most likely the data Bing is using is the same data that would be freely available.

Not even that. NY State flies a section of the state each year. That give new images every 3 to 4 years. Also they fly in the spring so there isn't the tree cover you see in Bing.
