Background masks are black boxes on pdf

This has been an off and on issue for many years that I thought I had a handle on, but, it has resurfaced......again. I have some control points with a label style that I turned the Background Mask to True. When printed to PDF, the infamous black boxes appear.

I played with different colors, 7 and 254. I've verified no objects or layers have a transparency set and the Plot transparency box is unchecked when printing. I unchecked the Capture fonts used in the drawing in the pc3 properties. I changed the draw order so these points are on the top. I changed the point label style from default to the desired label as well as the label style specified in the point group. Nothing I've tried fixes the black boxes but the only thing that works is to set the Background Mask back to false in my point label style.

A background mask will mask an image, making it look like there is a black box like in your screenshot.  

Otherwise, check the Shade Plot setting of your viewport in Properties and make sure it is As Displayed.
