Are the dynamic arrows and scale bars a disaster in 2017?

Would you be able to provide some additional details to your question?
For North arrows attached to a plan viewport in the c3d template, we have found issues with the automatic rotation of the symbol. I'm not aware of any properties of the bar scale that makes it anything other than a static block.

Historically (you can search the board), using dynamic scale bars and north arrows from the layout tools tab have been linked to gumming up drawings, randomly loosing views and, in general, related to performance issues (IMHO)
And, my personal test on a current job has confirmed my long standing belief; once I removed them from 2017 drawings the drawing behaved much better.

That would explain why I didnt understand what you were referring to, we dont use any OOTB content other than subassemblies from the tool palettes
