Arc Problems

Has anyone come across this problem of arc curving the "long" way around.  I have attached a screencast of model and paperspace. 

These curves even plot this way.

A, no screencast attached... however, I think this is an issue that unchecking "High Quality Geometry" in GRAPHICSCONFIG will solve.
