Annotative Scaling Issue

So, I have been working on a project in Civil 3D and when I try to present my modeling in paper space the annotative scale is completely off. I feel like I have tried all of the suggestions, and I am not sure what to do now. Any help is appreciated. I posted the dwg below.

That all means nothing to anyone over here, can you be more detailed and exact? Screenshot, video and DWG files are excellent tools to help show your issue too.

Apologies, I thought I uploaded the dwg, but it never went through. Here are a few screenshots of what I am working with. I am not too sure what is going wrong but its like most of the labels show up extremely small on paper space, and even adjusting the scales have not worked.

Is this all in a single drawing or are you using xrefs?

Imperial or Metric?

Check Drawing units.

Without a drawing file, I cannot tell.

@kcroiger2022 This looks like you are using annotative text but your viewport's scale is not set correctly or your text sizing is not set correctly

Unlock your layout viewport, set the viewport scale to 1:1, then back to whatever exact viewport scale you had (I'll assume 1:500 maybe?), or was there never a viewport scale set?

And in modelspace, what is that setting for CANNOSCALE? does that match your viewport scale?
