Annotate scale change symbol function

- Kindly clear my concept of the Annotate scale change symbol function,annotate.png

 

- Furthermore, Describe me how to adjust the text scale between model and layout. when I set a scale in layout all it change model and also it happened in more than one viewports for the same drawing.
