How to access BlockInsertion settings using .Net API?

Is there way to access following block insertion settings using .NET API?

You can look into the Autodesk.AutoCAD.Windows.Data.BlockDialogModelInsert class.

Using this I was able to specify the insertion point using code. I don't believe that everything is available through this but maybe play with it and see if it provides for what you need. 

Dim dlg As New Autodesk.AutoCAD.Windows.Data.BlockDialogModelInsert
dlg.InsertionPoint.X.Value = 8.0
dlg.InsertionPoint.Y.Value = 5.0
dlg.InsertionPoint.Z.Value = 3.0
