User cannot see issues list

I have a user who cannot see any of the project issues in Docs unless I create and assign 1 issue to them. I checked permissions and their company and they specifically have Full control on issues permissions. If i close the issue they lose visibility of all issues no matter what the filters are. Any idea why they cannot see issues?

maybe at the admin panel.. issues permissions settings?

That was my first thought, but found that all users can see issues, the user was elevated to full control but still cannot see any issues unless there's an open issue assigned to them

have they a role assigned to them? If a member has a role assigned to them and has individual permissions assigned for issues, the higher permission is the active permission set whicch maybe causing the problem.

strange indeed. i just tried with 2 users and it works.

maybe your user have a filter that mask any issues but not thoses to him?

User does have a role assigned, it was view and edit. So i assigned a higher permission to them specifically, full control. 

We also looked at the filters trying all filters off and then filtering by an assigned to for a user that has assigned issues. Still blank. As i said i created an issue and assigned it to this user and he can see all issues. When i change it to answered he can still see all issues, when i set it to closed they all disappear. When i reopen it they come back.
