Submittals best practice when reviewer not entering responses

Has anyone developed a method to deal with submittals when the reviewer is unwilling to enter their response in BIM 360?  It appears only Project Admins have the capability to enter a response "on behalf of" others without reassigning the submittal and therefore, losing the capability to track which submittals are still in the architect's court.  I would think anyone listed as a Manager should able to enter a response "on behalf of" another.  We limit Project Admins because we want to limit who can add Companies on the fly.

It's always tricky when you get project participant who are hesitant to use workflows that support BIM and digital work methodologies. This is a change management piece really it's all about people. I would suggest you let them know the benefits of working within the system and the negatives of NOT working with the system, duplication and extra effort needed by others when this individual works on their own. If you are the lead or have some authority and that the processes are documented and communicated you can use that to your advantage for compliance. 

You don't have to make members administrators you need to assign individuals the permissions correctly to allow them to respond 'on behalf of'. The permissions can be controlled at a project, company, team or individual level.

Thanks Laura. We found that the Manager and Reviewer permission for Submittals does not permit you to enter a response "on behalf of" another. This permission appears to be limited to the Acct or Project Admin role. Have you experienced differently?
