In Germany, construction companies have to work according to VOB (Vergabe- und Vertragsordnung für Bauleistungen – order placing and contracting regulations for construction works). In this case detailed issue reports are used for complaint letters (Mängelrügen) for a contractor. To have these reports covered with the right cover letter according to VOB is necessary to be legally effective for the assertion on notification of defects (Durchsetzung von Mängelansprüchen, http://dejure.org/gesetze/VOB-B/13.html)
It would actually help acceptance of the solution in the construction teams, if such letters could be created additionally to the generic existing cover sheet. This is already integrated in other issue management systems.
Using a configured checklist as workaround wasn’t feasible.
There are 2 different variations of cover letters.
It would be good to be able to select between both
1. Mängelanzeige (First notice of defecs)
2. Period of grace
Enhancing such letterheads by Electronical signature technology would make paperless workflows possible and enhance the issue worklows. This is already integrated in other construction management systems.
