From my thesis project on partnerships in the construction industry, I understood that BIM models were not as successful and useful as they could be, because mistrust between partners prevented them from fully using the model.
I would suggest to add more governance tools to the programme, such as a "governor's chair", which allows the monitoring body of the project to overwrite alle decisions made, chats, a notification system on which partner has queried which information or which partner has changed which element of the model.
