Approval Workflow with the status rejected in the first steps

We cannot create a workflow in which there are approvers in several steps. This is only possible in the last step.
We would also like our 2 customers to be able to approve together (in parallel) before the next step can approve.
Until now, I can only be approved in one step and that is the last step, regardless of the number of steps.

We want that if at any point in the cycle something is rejected, it no longer goes to the next party, but back to the origin. As an assessor, you can only add comments and markups and not approve or reject them.

This is truly crucial thing for our clients. 

 

Can You imagine approval workflow when only General Director can reject document with a wrong title or typing mistake?

I have been looking into this and NEED it for my firm for a project that has already started.

 

We have Site Instructions, Change Orders and six other documents and workflows from our Provincial Transportation and Infrastructure Department (Client) that require sign-off on 3 to 5 areas of one form from the Design Consultant, General Contractor and three client departments.

 

We are currently focused on Site Instructions, which require three sign-offs c/w comments for each part.

 

And have run into the roadblock that the creator's text can be changed and edited by the following "contributor." 

 

We have used "Forms" Reviews and are looking at SI as Issues, too and non of these seem to fit the Transportation client requirements.

 

The last step is to use Docs as a CDE and Reviews to track PDFs locked w Bluebeam and names file names having added Rev's Rejected, Approved, and Response. You know, the SharePoint (old) way.

I could only say that the workflow is not well designed because it is wrong and should be changed immediately according to the comments above
