Are you asking if there is an API for Data Connector feature? If so, not yet, but it's on the near future roadmap. If you ask "when", please check back in a month or so. Hope to have a clear visibility about the timing.
If your question is about the availability of Data Connector feature in the product, it should be there for EU server. I just checked my test account on EU. I see it there. Please refer to the product help for more detail about how to access this feature:
