duplicate ids in get users for BIM 360 account.

we have experienced duplicate ids in GET users method for BIM 360 Account users since 1/12/2019.  we never have this issue before.  there is a person showing twice in GET users call when offset = 200 and offset=300

I think something must occur on webservice side. could you help check this ?

The person below shows twice in the response.
