If the download location for updates is inaccessible (permissions, storage space), does ADA have a fallback? Will it download updates locally?

You can also access the updates from Autodesk account page here: https://manage.autodesk.com/
Let me know if you are unable to access the updates from the account site.

I read your original post & see that you are asking where the updates are located & what folder permissions are needed.
The installs & contents of the app go in the locations indicated within the app, the default locations are shown below:
C:\ProgramFiles\Autodesk
C:\ProgramData\Autodesk
