"Vice Admin" to manage users

"Vice Admin" to manage users

Today on the Autodesk portal we have Admin, secondary admin who in fact can do the same things (except for some admin-only specifications).
In our corporate structure, we have multiple locations around the world.
We cannot assign all ICT colleagues access as secondary admin (which gives visibility to data/reports and more).
We would need an additional group "Vice Admin (?)" or "Power User" that would allow us to create users and give access to business services, but without having visibility to reports or areas reserved only for Admins or Secondary Admins.
