Spec List Not Showing Under ‘Unassigned’ Dropdown in AutoCAD Plant 3D

The "Unassigned" dropdown in AutoCAD Plant 3D is working, but the spec list below it is not showing any entries. Even when I set a spec as default, the list remains inactive. I expected to see available pipe specs listed for selection.

Which version of P3D?
What project settings are used for P&ID?
Are all the pipe classes assigned to the project?
If so, does it look like this?

1.-version is 2025.

2. The project uses ISO P&ID settings with custom tag formats based on the KKS system. We've mapped attributes like KKS_No, UNIT_CODE, and TAG to the annotation blocks. Symbol libraries are standard which is missing custom.

3. Yes, all required pipe classes have been assigned to the project. This includes GR1 and other relevant specs. Most of spec is customize because of there are no default GRP pipe spec.

4.- its look before like this now is as attached pic inactive.

I’ve attached the Project.xml file so you can review the project settings in detail, including the P&ID configuration and assigned pipe classes.

Sorry, just to clarify:
A project.xml file only shows the paths to the project and associated pipe specs and databases.
It does not display any P3D configuration information. 😔
