PH IMPERIAL BOLT SET issue

I'm having an issue with plant 3d calling up my bolts in my spec for ISO generating. It is pulling in a generic call out for bolt sets related to 300# flanges...I've checked diameters and lengths in my spec and they seem to be correct. It's really odd because my 600# flanges are calling  up the correct information from the spec. I've compared the two and everything seems to match so im not sure why it's doing this. I've combed through the project set up manager and haven't seen anything obviously wrong but I'm certain im missing something. Has anyone else had this issue? What exactly should I be looking for and where do I find it? I'm currently using plant 3d 2026 along with its spec editor. All of the specs used are custom specs, not the ones stock in plant 3d spec editor. I'm stuck, and I have 70 ish ISO's to run and I'd at least really like my BOM to come in correctly.

Remote diagnosis is very difficult in such a case.
I suspect that some parameter for your Bolt Set #300 is incorrectly set in the catalog or pipe spec, which is why the desired Bolt Set #300 is not being used for your flange connections.
We need more information about this Bolt Set #300 from your catalog and pipe spec.

Initially I thought there was an end type or grouping issue inside the set-up manager google searches rendered a setting to replace bolt sets from default to spec....but I couldn't find anything resembling that in the setup manager, So is looked into the ISOcongig.xml and couldn't find anything there either

1. Why are pressure levels #300 and #600 combined in one pipe spec?
2. Why is there a Part Use Priority setting for the bolt sets?

I dont really have an answer to that except its the clients pipe spec....not mine. In this particular case there is in fact a 600# actuated control valve  in this line...IDK why, doesn't make a whole lot of sense to me but, there is and they don't want to replace it.

I set the priority hoping that might fix the issue. It clearly didn't

This bolt call out issue is consistent across all of the lines including those in other specs. not just this one. It blows my mind that for this 600# bolt set plant 3d is calling up the correct information but can't do it for 300# or 150# sets. I don't know why i've gone through all the things I know to check here. I'm working with 6 specs and 25 to 30 ranging between 150# to 600# and a few mixed with all three. It's just the way the client structured their specs. All this work I have about 70 ISO's and the issue is persistent throughout all of them that contain flanges.

I would inform the customer that his pipe spec is not working correctly and therefore the ISO cannot be created properly.

Well that doesn't really help the situation. 

Is there a setting in the set-up manager that I may have overlooked?

It doesn't help either, because without the necessary information we can't help!
