PDF refuses to properly convert to DWG any ideas why ?

I have this pdf which once converted to DWG by PDFIMPORT becomes like on the photo below. I don't understand why, is the quality too low ? I have successfully converted similar quality pdfs, should I upload the PDF as separate file ?

The PDF document has been scanned rather than created directly from a CAD package. This means it contains only rasterised pixels rather than any line information.

You could bring it in as an underlay and trace over it...

AutoCAD Raster Design could help in this case. You can vectorize raster image. Remember: accuracy depends on raster image quality and resolution.
