As far as i know, Plant 3D structural plates are for polygons only via polyline if custom polygon is needed. As a work around, you can just use presspull or extrude command. Thanks, hope it helps.

Try a 100 sided polygon, that'll convert to a plate.
That looks like almost a circle, i think its the answer you are looking.

I had the same issue. To make it work I used round bar from the DIN Catalog.
The piece I needed was Dia 190mm x 12mm thick.
This is what I came up with:
ACPPSTRUCTUREBEAM Layer: "Structural Steel"
Space: Model space
Handle = 92cd
Member:
Start point: x=-4666.9106,y=12824.9727,z=125.2003

you can turn into plate any polyline. i have half-circular platforms on some on my big sized vessels, just create a closed polyline and then create a plate.
