PIDs are usually not scaled. One either varies the paper format and keeps the symbol sized and vice versa.
We keep the symbols at steady size an vary the paper format (starting from A1 as standard size).

With fields you can also take advantage of mapped P&ID database properties (project properties, drawing properties) to keep them in the database (e.g. for document lists) AND show them in the title block. The procedure is the same as shown in the video (at 12:00 min).
I recommend creating a separate dwt-template for P&ID where you place the title block in model space and create different layouts for the paper formats with the format boundaries and only a viewport separately. This way you do not have to move the whole P&ID content to fit the boundaries when space gets short and you can also define plot settings for each paper format separately.
