if majority users of autocad start using web api will performance sustain

Lets say majority of autocad license users start collaborating using autocad web api, will every user get

optimal performance or such case we might face performance issues.

Nobody knows, i's never happened, and no one here is Autodesk, so your guess is as good as anyone else's guess.

AutoCAD web is a serverless web app that does not expose third party APIs. As a serverless app, there are no performance concerns relating to the number of users. This pertains to the editor itself.

For access to the data (i.e. DWGs), the AutoCAD web app uses its own internal storage (“AutoCAD Web and Mobile”), and whichever cloud storage providers you grant it access to. The AutoCAD Web and Mobile storage is designed to be scalable.
