VLR-Command-Reactor type error?

 After re installing AutoCAD MEP 2017 on my machine, I tried re installing a software add on (Design Master). In the midst of the installation, the error shown on the attached screenshot occurred...

 

When the software was up and running, it suddenly stopped working and anytime I hit any of the software's buttons on the ribbon, the command line would return "unknown command <[xyz command]>  : no function definition: VLR-Command-Reactor". The software company told me that this was a CAD issue, and not one with their software. This is why I tried all the re installations, but nothing has worked so far. Additionally, when CAD was re installed, certain programs from the design suite failed to install. Attached is a screenshot showing this. Could this be part of the issue?

 

 

CAD has also been giving me issues since the attempted re installation, unrelated to the software I was trying to install/use. These issues include xrefs dropping out anytime I'm panning around a drawing, and if I toggle ortho in the middle of a command CAD will freeze up until I press ctrl+alt+del.
