UCS Origin Unstable

I am hoping someone has encountered this issue in the past. I use multiple custom UCS for my designs, in this case only (4) four. When I change the axis to one of my custom named UCS the icon will ONLY appear at the new location when I am zoomed out. If and when I begin to zoom in on the model the UCS icon graphics, "snap" back to the lower left-hand corner of the screen. I have tested this, and even if the UCS is set to, "World" this same thing occurs. Since the UCS is just graphics, and not size or unit driven, why would the zoom I am using effect it's position at all, and does anyone know how to get it to stay where I put it? Note: I would add screen shots, but it seems useless as they would only be before and after images of the UCS appearing on the centerline of the part, then another with it appearing in the lower left-hand corner of my screen.

The Origin and NoOrigin options of the UCSICON command controls the postion of the ucs icon. If the Origin option is chosen, then it will display the ucs icon at the user defined origin. However, if the origin point is out of view due to zoom operations, the ucs icon will still be displayed at the lower left corner of the viewport.

I have tried every setting, but I was speaking of when the UCS is set to Origin. That is the issue. It "IS" set to origin, and it will not stay at the location I have set. I own AutoCAD 2013 at home and I tested this last night at home and in AutoCAD 2013 it does not need to be set to Origin. If I set the UCS at a custom or user defined position and location it stays there, period, no matter how much I zoom in or out the axis graphics merely enlarge or shrink based on how close to the object I am zoomed in to ensure it stays the same relative size. I checked my UCS options and settings at home, which I am fairly sure are the same here at work, minus those settings that are only available in 2013. I will verify that as well, but my point was the only position it stayed in no matter what the zoom, was World. I am wondering what would cause this and is there a setting I can check or change to correct this issue.

As a side point, I have used AutoCAD since 1986, CV3X, CV4X, Cadds4, Cadds5, Catia v3-v5, Unigraphics up to and including the change over to Unigraphics Next, UG2, UG NX3 through Siemens NX9 and a multitude of other generic CAD software suites. Please assume I am a fairly expert user who is quite well versed in using the UCS functions and one of the settings I make a default when using AutoCAD is setting the UCS to origin. The main difference between my home setup and work (other than the version of AutoCAD the Navy allows us to use) is hardware. I have a custom built workstation at home and here at work I have to use a laptop, so the graphics card is most likely either not supported, or barely adequate.
