Command Line Glitch

I am having a bit of a glitch with bottom panels of my MEP window. The Command line and the tools bars below seems to be having a seizure. They are constantly adding a bit of space between the 2 lines and then going back to looking like they are stacked up properly. I have attached images to show what it looks like normally versus what it looks like when it happens. Sorry if the description isn't great, I am not sure how else to describe it. If anyone has any thoughts please let me know!

What you are experiencing is the status bar moving into the layout tab space and making them pop up higher to get out of the way. This is a new feature that started in AutoCAD 2016. Here is an article that talks about it:

Docking the tabs should stop it from happening, although we have see it spontaneously start back up and require docking again.
