Scaling objects

I've inserted a jpg of an object that I need to enlarge such the object will be the correct size.  I've done this before and don't remember having this problem, but it has been a while.  Here is what I did and what problem I am facing:

1. pasted in the object

2. Under the "modify" tab I clicked on "scale".

3. Per directions, I selected the object(s) to scale.

4. Per directions I selected the base point.

5. As soon as I clicked on the base point a message attached to the dashed line from the base point says "specify scale factor or" then there is a symbol to the right in the same box and a box where I think the scale goes, but I can't click on the box to enter anything there.

6. At the bottom of the screen where the input box is it immediately says "extremely small scale factor ignored." and it says it 3 times.

7. Entering anything in the input box doesn't solve the problem either.  If I enter something and hit return, a box pops up and says "requires numeric distance, second point, or option keyboard." whatever an "option keyboard" is.

I've used scale many times before and never had difficulties till now.  What am I doing wrong?

Did you get a chance to test this one JPG in another DWG file, or better yet, a blank new DWG file?
And did you test with a different JPG file in this same DWG file?

Looking to see if you've tried to diagnose the issue and identify the culprit beyond what you wrote above.

I tried over and over and occasionally, somehow, it works.  Don't know what I did differently, but I still have files to scale and don't know what to try next.

I opened another drawing and copied in the jpg, tried scaling with the same result or no result.

Try the one in the link below. If it still continues, send me a drawing with the image file attached to test it out.

Thanks for the follow up.   I appreciate the assistance and am certainly glad that there is a forum for such issues.  As it turned out, I started up Inventor to try using the solutions you provided, but the program was back to the way I had always found it, it scaled the objects.  I didn’t do anything any differently, but this time it allowed the scaling I inputted and the object jumped to the new size when I hit enter.  It may have been the fact that I restarted the program, but I had tried that as an option before as well.  As a fall back, I now know the methods you suggested as another way to scale the object if I run into this issue again.  Thanks again, but I am really glad that the problem solved itself…..somehow.
