Can't insert a leader note in AutoCAD Mechanical 2016 Drawing

I have a drawing that I am unable to insert a leader and text in.  Some times when I select an object I get an animation of a mouse with a blinking red left button and a steady green right button with a rotation blue arrow.  I don't know if the two are related or not.  I'm able to type the "LEADER" command and place a leader with not issues.  Its only when I select the Leader Note button on the Symbol ribbon panel.  If I open a new template file, the command works fine.  It apparently something with the drawing.  I've attached a copy of the drawing.

 

We are an Inventor house, but we have a few factory layouts that are in AutoCAD and nobody seems to know what is going on with this file.  Any help would be appreciated!

If you are only having trouble with this one file, it sounds like it may be corrupt.

1. Try RECOVER

2. Copy all and paste in another blank drawing.

3. DXFout - then in new blank drawing - DXFin

Hi Steve,

 

Tried everything you suggested and still have the same problem.  Have you ever seen the mouse animation shown in the attached screen capture before?  Do you know what it means?  I have a feeling it is trying to tell me something related to why I can't use the leader note command.

Dear John C Weiss Jr., 

 

You have froze and thrawn AM_5 layer, so all dimension and annotation is unable to be viewed. Please turn this layer on, it could be seen.

Thank you very much for your help that was the problem.  Before I accept your post as the solution, I like to know what the mouse animation is supposed to tell me.  Sometimes when selecting an object to apply a leader note I get a mouse animation attached to my curser.  The left mouse button is blinking red and the right button is green and there is a blue arrow that rotates around the mouse.  Please tell me what it means.  Thanks!

Thank you for choosing Autodesk . It's pleasure to know that issue has been solve at your site. 
About the blue arrow that rotated around the mouse,if the mouse activities has options in the next step, it will pop up these options to choose. Different function has different rollover tooltips. From my experience, i like to view the UI dialog box and command line too. In this way, it will guide me what's the meaning of the symbol.
