Trying to create a read driver ourselves, not having technical difficulties instead it's data standard conformance problems. .it seems like this format is young and less popular than many. Even some of the sample files referenced by the OGC seem to deviate from the standard. I'm not sure this one will get off the ground floor so to speak.
