I downloaded Infrastructure Design Suite Premium onto my laptop. Numerous times I have tried to access a WMS service that I frequently used in 2014 version. For reference, its URL is http://geoint.lmic.state.mn.us/cgi-bin/wms?.
When I try to connect as I always had in 2014, I go to Planning & Analysis, Data Connect, add WMS, and enter the URL. I click "Connect", and then nothing happens. No error message, just nothing. Normally it should go to the next screen where I would then select which layers to include on the map.
I tried downloading and installing the Map 3d Service Pack 3, but after downloading and running, it gives me an error code 1603, failed to install Service Pack.
Any help/suggestions would be great.

If you have a MAP 2015, have you installed the SP3 ?
If you have a CIVIL 2015, have you installed the SP2 ?
Maybe it could help you ?
I agree that the 2015 WMS FDO driver is sometimes "erratic" !

Thanks for those ideas. The first service pack was installed properly, but the AutoCAD Map 3D service pack doesn't install. It says "Service Pack Failed to Install Correctly, Contact your System Administrator, Error Code 1603". Any ideas on what that could mean?

A few ideas ...
1) Please try with Anti-Virus DISABLED
2) Then have you launched the SP2/SP3 by CLIC on the .EXE file, Right Button, Run as Adminsitrator

4) You can too uninstalling BIM360 ... before applying SP ...
