Where is Utilities Panel?

I'm following the tutorial here and it shows the Utilities Panel on the Home tab. I don't have this nor is it an option to add it (by right-clicking). Where is it?

Hi @john_daues 

Change workspace to Drafting & Annotation.

Then go to Home Tab=>Utilities Panel

You may also enter MEASUREGEOM to run the tool demonstrated in the LINK provided in your post.
