Nad83 coordinate in model space

Using AutoCAD Map 3d, how do I draw a circle with center at a specific coordinate using command line input and not using a map overlay?

I am only working with vectors and need the exported shape file to insert into Google Earth correctly.

Assign the coordinates system to the dwg. Use the circle command and enter the coordinates you want the circle center to be at, drag the cursor to the size you need for circle radius.

Using the point command, enter your coordinates when prompted rather than picking a point.  Use the point as the center of your circle.  You would need to have already assigned your coordinate system as Murph specified above.
