Hi Brian,
I just used MAPCONNECT to bring in your image into Civil 3D 2024.
Almost all the problems I've seen with NearMap are because of the long file names. Try shortening both the file name and the file path.

Thank you for uploading your Near Map images.
I can confirm the diagnosis from @Pointdump. The file path is too long for Near Map.
From >>Near Map<<
Put the jpg and jpw files in your DOWNLOADS folder or on your DESKTOP then use a Data Connection (or use MapIInsert) and your image will be added to modelspace, assuming you've already assigned an appropriate coordinate system to begin with.
Note:
If you get window shown below with 0,0,0 displaying as Insertion Point, stop. You’ll need to shorten file path by moving your jpg and jpw to another folder, then try reconnecting again.
Additional Note:
I frequently download and add geospatial images from third party software to drawings and the 128 character limit associated with the file path is never an issue. This limit seems specifically tied to Near Map and doesn't affect the length of file path when using another provider of geospatial imagery.

The GCS was set correctly. The problem was file name length and folder name length as well. I appreciate your help.
