Do you know any tutorial about DB ORACLE + map 3D?

I'm a beginner.

I would like to apply in telecommunications in Brazil.

Network FTTx is expanding in Brazil.

I need to register the network: Street, House number, cable optical, Terminal Fiber Optical, Site Holders, etc.

To then get data from the database and provision Internet sales

Have you installed Map 3D and the Administrator?

What you mentioned above, you can actually do in the Administrator without needing (much) knowledge of Oracle. You can create attributes and tables within the administrator, and then theme your map accordingly using those attributes.

Fortunately, Map 3D had a 'Fiber' table, therefore most of the work is done for you already, you just need to figure out what attributes you want to add to what is there already.

For your case, you could take the electric one and extend it to your needs with more tables and/or attributes, as Thoms said.
