How to create polyline boundaries/polygonal features within a coordinate system and then turn these into usable and editable shapefiles for GPS use? shapefiles

My current map looks like this:

The layers on the right are all shapefiles of points that I have created in QGIS using coordinates. (I don't know how to do this without QGIS). My next step is to make the boundaries of all of the regions their own shapefiles, so that they can be used on a portable GPS to show the user how close they are to a boundary (for legal/trespassing reasons). This basemap I received from the creators of the basemap seems to be just an autocad drawing. I looked up how to create layers from autocad drawings, and I did this for two regions already, EOCA1 and NOCA1, under the group "Boundaries". But its still just a autoCAD layer. I could use some help turning each of these autoCAD layers into shapefiles that can be used on different platforms. Any help helps!

I don't know if this is related to schema or not, which I have no clue what it is or how to modify it. It looks confusing, although some online sources point to that as my missing link.
