Controlling text appearance on GIS feature line in drawings

I am using Civil 3D to create a series of watermain design drawings.  I would like to utilise direct links to GIS for some of the existing services as they are regularly updated.  I have brought the GIS files into a drawing (using Map Task Pane), and I am applying styles to the data.

 

For existing watermains as an example, on the final design drawings I want to show a line type that is blue and has labels that link to some of the data attributes.  For example a 150mm diameter watermain would be ----------W150------------.  I created a feature label with a single label style.

 

How do I control the text height so that in the final drawings it is say 2mm when viewed through a viewport at different scales?  Is there a strategy to manage this?  Also, is there a way to copy this style to similar features (say sewer mains) so that I only need to change a small number of characteristics.

For sizes of symbols and text objects, that should be based on paper-units, you should use the "Size Context = Device", then you can specify the symbol size and text height, e.g. in "Millimeter" (which means then "Millimeter on Paper")
