I am trying to import some LIDAR data, in the form of a .las file. From the resources I have read it says to use the tool "mappointcloudmanager". However, when I type that into the tool bar, it does not show up.
Any ideas how I can get this tool to appear. Alternatively, any resources on how I can import .las files?

Until few years, it ins't possible to import directly LAS file in AutoCAD (Map).
It's necessary to convert LAS into RCP via Autodesk Recap (free version is enough), and then attach RCP into AutoCAD.

Take your las file to Recap where you can save it as an rcp file (among other things).
Then back in M3D, you can insert your rcp formatted point cloud. When you select the rcp, a contextual ribbon will appear where can access the mappointcloudmanager. You can also access the point cloud manager using the command line.
