query inside polyline/polygon problem

I have created a clean set of polygons from the overlay results of a standard 7.5 min quad border with about 100 property polygons. There are multiple resultant polygons along each quad border. The quad border is rotated approximately 2.23 degrees as projected onto local state plane KY-S coordinates. Source and working drawings are both set to KY-S.
When I construct a Location - Polyline - Inside query using offset border points, the minimum offset that will query the border polygons is around 5 feet. Have experimented with varying offsets of 0 to 5 feet. Start to get some of the border polygons at around 4.5 to 4.6 feet.
Tested the crossing query by offsetting the points inward and got similar results in reverse.
Map seats tested 2000i/2002, same results. Have tried indexing all objects in the source dwg. Also tried manual query by polygon as well as lisp routine query by polyline.
I have never had a problem with standard queries using crossing and inside windows with typical right angles.
Any suggestions besides resorting to an object data query?
