Xref layers turned on when I want them to be off by default

I am designing water networks for a big site that is split into smaller parcels, and I require a "master" dwg that shows the network for all the parcels together in each drawing.

 

For example, I have a site with 10 parcels and have finishing the network for parcels 1, 2 and 3, and currently drawing the network for parcel 4. I have an xref which is referencing the dwg for parcels 1, 2 and 3 (the "master" dwg). When I xref it into the dwg for parcel 4, it has all the layers turned on despite most of the layers being turned off and frozen in the master xref. I am having to manually turn off all the layers that are already turned off in the master dwg. I hope the attached capture explains what I'm trying to achieve.

 

I assume because the layers are turned on in their original drawing, they will always be turned on, despite them being turned off in the master dwg?

Hi,

you are right with ALL statements, you can't controle it within your master.

Perhaps you’ll need to create layer states in the master dwg and then export them so you can import them into part4 dwg
