Viewports stop acting like viewports...sort of

Recently, some viewports in some files have been behaving abnormally, i.e. when viewing the drawing (from paperspace), only the boundary of the VP is visible and what should be visible in modelspace within is not. Even trying to enter MS through the VP isn't possible. The cursor remains in PS as if the VP was just a PS rectangle even though properties identify it as a VP. When the sheet is plotted however, everything appears as expected. This appears to be totally random. ACAD view.jpgPLOT PREVIEW.jpg

Is this a MAXACTVP command low setting issue? Look up usage in HELP.
Or do you just need to thaw nd turn on all of your layers to bring it back into view again?

Or...?
