Viewport layer change not confined to one viewport

Hi,
This is my first drawing and I have read the book over and over and can't make any progress. I have two viewports on my layout. I can't change the layer visibility in one viewport without affecting all layouts & the model. Obviously I am doing some step incorrectly. Please help. I am just a toddler at this and spending too much time.

While in a viewport, start LAYER command, look beyond your first few columns
and look for the ones specifically labeled for viewports (they start the VP
letters).

HELP in LT>LAYER command>click on the Manager description link>explore and
read in detail about each column.

Ditto what Dean said, but to add.....

Viewport needs to be active before you alter layer visibility.
double click inside the viewport, then on the drop down layers toolbar,
click the icon that says, when you hovver over it, 'freeze or thaw in
current viewport'.
