Text is placed Horizontal, it is impossible to rotate by 90 Degrees or any degrees. It will always stay on 0 Degrees

You can simply use Rotate function.

There is Single Line Text. Single Line Text icon -> left mouse button in place, when You want start text -> Enter -> type angle (for example 90) -> Enter -> type Your text (text is still horizontal) -> Enter Enter

You will see, Your text became rotated.

That is all.

That is what I was thinking but doesn't work.

After some more research:

 

In TEXT Style window, and "size" the box "Match text orientation to Lay-out" was clicked.

After turning it off, all is fine

There is another comfortable method. Horizontal text. Right mouse click on text -> Properties or Quick properties -> Find Rotation -> Change rotation angle from 0 to Your angle (for example 60) -> Enter. The text will be rotated.
